Amends section 346-53 to allow the Director of Human Services to consider "other funds appropriated to the department of human services" when determining general assistance allowances for households without minor dependents, not just the specific appropriation for that program.

Modifies section 346-71(e) to require the department to determine general assistance allowances pursuant to section 346-53(b), establishing a clearer procedural link between the two statutory provisions.

Requires the Department of Human Services to submit a report to the legislature detailing funds used and calculations for general assistance to households without minor dependents for fiscal year 2012-2013 no later than twenty days before the 2014 legislative session convenes.

Takes effect on July 1, 2050.
