Authorizes the Board of Agriculture to establish "made in Hawaii" labeling requirements for all agricultural commodities through rules adopted by July 1, 2015, which shall not supersede existing state laws on this topic enacted prior to the effective date.

Defines "made in Hawaii" labeling requirements as written, printed, or graphic matter on agricultural commodities or containers that uses phrases like "made in Hawaii" or "produced in Hawaii" or otherwise represents geographic origin as being from within the State.

Violations of the new labeling requirements or adopted rules are subject to penalties under section 147-2.

Exempts agricultural commodities from existing "made in Hawaii" labeling requirements in section 486-119 that apply to other products, instead subjecting them to the Board of Agriculture's rules.

Appropriates unspecified general revenues for fiscal year 2014-2015 to the Department of Agriculture to create the "made in Hawaii" labeling requirements for agricultural commodities.
