Specifies ten enumerated offenses committed within the Kahoolawe Island Reserve for which property is subject to forfeiture, including commercial activities, taking natural resources, removing cultural artifacts, possessing weapons or explosives, and introducing non-native species.

Authorizes forfeiture of property used in violations and seized natural resources through administrative or judicial in rem forfeiture proceedings under chapter 712A, or alternative disposal by the department.

Applies forfeiture authority only to offenses occurring on the island of Kahoolawe or in waters extending one nautical mile seaward from its shoreline.

Amends the Kahoolawe Island Reserve Commission's duties to authorize adoption of rules providing for forfeiture pursuant to chapter 712A for violations subject to penalties under the chapter.

Takes effect upon approval and responds to a Hawaii Supreme Court decision requiring that administrative rules on resource protection specifically authorize forfeiture.
