Requires all new building permits for condominiums with 10 or more units (subject to chapter 514B) or planned communities (subject to chapter 421J) to include fiber optic cable systems meeting established standards, effective January 1, 2015.

Authorizes counties to establish their own procedures and standards to implement this requirement.

Directs the director of commerce and consumer affairs to adopt rules by December 31, 2014 governing fiber optic cable system standards, including specifications for performance, materials, components, quality, and installation.

Act takes effect July 1, 2112.
