Requires sole proprietor electrical contractors, pole and line contractors, high voltage electrical contractors, and electronic systems contractors to possess a journey worker electrician license or journey worker specialty electrician license, effective July 1, 2013.

Sole proprietor electrical contractors must meet journey worker electrician license requirements by July 1, 2015, in addition to existing contractor licensing requirements.

Exempts employees of public utilities regulated by the public utilities commission and community antennae television company employees from the licensing requirements.

Defines "sole proprietor" as an individual who owns and operates a business that does not employ any other individuals.

Permits general contractors to continue performing customary duct or conduit work as part of site preparation.
