Appropriates unspecified funds for fiscal years 2013-2014 and 2014-2015 for planning, design, and construction of a Nisei Veterans Legacy Center in West Oahu to preserve the legacy of Japanese American soldiers who served in World War II units including the 100th Infantry Battalion, 442nd Regimental Combat Team, Military Intelligence Service, and 1399th Engineer Construction Battalion.

Requires the University of Hawaii to expend appropriated funds only when matched by grants or donations from public or private sources, with in-kind donations eligible as matching funds after verification by the director of finance.

Appropriates unspecified funds for fiscal years 2013-2014 and 2014-2015 to continue work of the Honouliuli park site project advisory group established in 2012, subject to the same matching fund requirement.

Requires the University of Hawaii to report to the legislature by 20 days before the 2014 regular session on the status and funding of the Nisei Veterans Legacy Center.

Requires the Honouliuli advisory group to report by 20 days before the 2014 regular session on recommendations for funding an educational center at the Honouliuli internment site and the status of designating the site as part of the United States National Park Service.
