Clarifies that government agencies maintaining or repairing roads with disputed ownership between the State and counties do not assume ownership or jurisdiction solely through maintenance activities.

Authorizes the State to quitclaim whatever interest it has in disputed roads to counties upon request.

Allows counties to enforce traffic laws and perform repair and maintenance activities on public streets, roads, or highways with disputed ownership without presumption of county ownership arising from these activities.

Preserves public right to unrestricted access to public streets and roads with disputed ownership to reach shorelines and public recreational areas.

Effective July 1, 2050, with automatic repeal on December 31, 2023, returning the statute to its prior form.
