Establishes the Banyan Drive Community Development Board to advise the Department of Land and Natural Resources on restoration and management of the Banyan Drive area in Hilo, Hawaii Island, which contains approximately 85% of overnight visitor accommodations in east Hawaii.

Board consists of nine members including four ex-officio voting members (Hawaii Tourism Authority chairperson, Business/Economic Development/Tourism director, Board of Land and Natural Resources chairperson, and Hawaii County Planning director) and five public voting members appointed by the governor from names submitted by the mayor of Hawaii County.

Grants the board authority to recommend cost-effective policies, develop redevelopment plans, analyze fiscal impacts, identify underutilized lands, participate in county planning, and prepare design guidelines for infrastructure and community development in the Banyan Drive area.

Requires the board to submit an annual report of its activities and legislative proposals to the legislature no later than twenty days before each regular session.

Board is dissolved on July 1, 2020, and the act takes effect upon approval.
