Establishes that the board of regents has direct oversight of the university general counsel, who shall report directly to the board of regents rather than the university president.

Amends Hawaii Revised Statutes Section 28-8.3 to limit the attorney contracting exemption to only the board of regents of the University of Hawaii, removing the broader exemption previously available to the entire University of Hawaii system.

Requires the state auditor to review all University of Hawaii legal services contracts from the five years prior to the Act's effective date, examining their justification, scope, provisions, and underlying policies.

Mandates the auditor submit findings and recommendations to the legislature no later than twenty days before the start of the 2014 regular legislative session.

Takes effect July 1, 2050.
