Requires all University of Hawaii board of regents members to complete annual training by August 1 each year on board policies, Hawaii's sunshine law (Chapter 92), open records law (Chapter 92F), and ethics code (Chapter 84); new regents must complete training within three months of confirmation.

Mandates that regents receive written certification of successful training completion, which may include passing a test developed by the university general counsel or external training agency; training on sunshine and open records laws must be conducted by an outside agency such as the Office of Information Practices.

Provides for automatic removal of a regent by the governor if the regent fails to meet annual training requirements more than once during their term, with the governor nominating a replacement regent subject to senate confirmation.

Changes the election of board chairperson and vice-chairperson(s) from occurring at a meeting preceding July 1 to the first meeting after June 30 each year, ensuring sitting rather than outgoing members elect leadership.

Expands applicability of Hawaii's Code of Ethics (Chapter 84) to include board of regents members; effective date is July 1, 2050.
