Grants the governor authority to reject candidates presented by the Regents Candidate Advisory Council for University of Hawaii board seats, either individually or the entire list.

Requires the council to submit new candidates within 60 days for each rejected candidate or rejected list.

Changes council member terms to align with their appointing authority's term, with a maximum of four years per term instead of fixed four-year terms.

Maintains council requirement to present 2-4 qualified candidates per vacant board seat, with adjusted numbers for multiple simultaneous vacancies.

Effective date of July 1, 2050.
