HI SB2026

Establishes a new misdemeanor offense of cruelty to animals for intentionally slaughtering dogs or cats for human consumption.

Prohibits trafficking (breeding, raising, selling, exchanging, gifting, transporting, purchasing, receiving, trading, or bartering) of dogs or cats or dog or cat products for human consumption.

Prohibits possession of dog or cat products for the purpose of human consumption.

Amends the definition of "pet animal" to explicitly include dogs and cats bred for human consumption, ensuring they receive legal protections.

Takes effect January 1, 2100.
