Extends the sunset date of the hospital sustainability program from June 30, 2014 to June 30, 2015.

Updates baseline fiscal year references from 2010-2011 to 2011-2012 for calculating net patient service revenue and uncompensated care costs.

Reduces the inpatient hospital sustainability fee from 2.365% to 2.175% of net inpatient hospital service revenue.

Increases the revenue threshold for exemption from outpatient hospital sustainability fees from $42,500,000 to $45,000,000 per year.

Exempts the hospital sustainability program special fund from the 5% central service expenses assessment applied to other state special funds.
