• Extends the sunset date of the Nursing Facility Sustainability Program from June 30, 2014 to June 30, 2015, with the sustainability fee authorization extending to December 31, 2015.

• Maintains revenue allocation requiring at least 88% of nursing facility sustainability fee revenue to match federal Medicaid funds for enhanced capitated rates to Medicaid managed care health plans, with 12% available for departmental purposes.

• Appropriates $12,000,000 from the nursing facility sustainability program special fund for fiscal year 2014-2015 to be expended by the Department of Human Services.

• Exempts the nursing facility sustainability program special fund from the 5% central service expense assessment under Hawaii Revised Statutes sections 36-27 and 36-30.

• Updates statutory references from fiscal year 2013-2014 to 2014-2015 and from June 30, 2013 to June 30, 2014 for funding baseline comparisons.
