Creates a task force convened by the Department of Health to study elective pre-term pregnancies and point-of-care newborn screening programs in Hawaii.

Task force must include representatives from the Department of Health, Hawaii birthing facilities, the Hawaii section of the American Congress of Obstetricians and Gynecologists, and the Healthcare Association of Hawaii.

Task force shall collect data on the number of elective pre-term deliveries in Hawaii, determine if they pose a public health threat, and develop approaches to address the issue if warranted.

Task force shall also collect data to determine whether Hawaii needs a point-of-care newborn screening program.

Task force must submit findings and recommendations, including any proposed legislation, to the legislature no later than twenty days before the 2015 regular session; appropriates funds from general revenues for fiscal year 2014-2015 to reimburse task force member expenses including travel.
