Establishes consistent manner for serving summons in civil actions in the nature of assumpsit within Hawaii.

Requires service on defendants within the State to be either by personal delivery by an authorized process server or, if personal delivery is unsuccessful, by certified, registered, or express mail to the addressee only, as ordered by the court.

Mandates proof of personal service be made according to law, court rule, or court order, with return receipts or postal service proof of delivery to be filed for mail service.

Takes effect upon approval.
