Appropriates $5,302,117 in General Funds for FY 2013-2014 and $7,732,008 for FY 2014-2015 to fund collective bargaining cost items for bargaining unit (6), plus additional Special Funds, G.O. Bond Funds, Federal Funds, and Revolving Funds totaling $196,719 in FY 2013-2014 and $412,499 in FY 2014-2015.

Appropriates $323,761 in General Funds for FY 2013-2014 and $684,464 for FY 2014-2015 for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as bargaining unit (6), plus additional funds from Special, Federal, and Revolving sources.

Appropriates $279,400 in General Funds for FY 2013-2014 and $361,829 for FY 2014-2015 to the Hawaii employer-union health benefits trust fund for bargaining unit (6) employees.

Appropriates $36,439 in General Funds for FY 2013-2014 and $45,925 for FY 2014-2015 for health premium costs for excluded executive branch employees in the same compensation plans as bargaining unit (6).

Directs the Director of Finance to allot funds to appropriate state departments; provides that unspent appropriations lapse on June 30, 2014 and June 30, 2015.
