Appropriates $1,491,419 for FY 2013-2014 and $6,534,256 for FY 2014-2015 in general funds to departmental administration for collective bargaining unit (9) salary increases and wage-related costs, plus additional special, federal, and revolving funds.

Appropriates $22,253 for FY 2013-2014 and $92,911 for FY 2014-2015 in general funds for salary increases of excluded state officers and employees in the same compensation plans as bargaining unit (9).

Appropriates $5,604 for FY 2013-2014 and $25,522 for FY 2014-2015 in general funds to the judiciary for bargaining unit (9) collective bargaining costs.

Authorizes $3,290,166 for FY 2013-2014 and $13,699,173 for FY 2014-2015 in special funds for Hawaii health systems corporation bargaining unit (9) employees.

Appropriates $1,151,003 for FY 2013-2014 and $638,417 for FY 2014-2015 in general funds for Hawaii employer-union health benefits trust fund costs for bargaining unit (9) members.
