Appropriates funds for fiscal biennium 2013-2015 to cover collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (14), distributed across general, special, federal, and other funding sources.

Appropriates funds for salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as those in collective bargaining unit (14).

Appropriates funds for Hawaii employer-union health benefits trust fund costs for both bargaining unit (14) members and excluded executive branch employees in the same compensation plans.

Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

Any unexpended or unencumbered funds as of June 30, 2014, and June 30, 2015, shall lapse; Act takes effect July 1, 2114.
