Amends Hawaii Revised Statutes section 708-8302 to clarify the offense of unlicensed contractor fraud applies when a person engages in activities requiring a contractor's license under chapter 444 without being properly licensed and obtains property by deception.

Defines "deception" to include deception regarding the person's status as a licensed contractor or regarding permits required to engage in the activity, referencing section 708-800.

Specifies that "intent to deprive" may be formed either before or after the person obtains or exerts control over another's property, expanding the temporal window for criminal liability.

Does not affect rights, duties, penalties, or proceedings that occurred before the Act's effective date.

Effective date: December 21, 2112.
