Prohibits use of consumer fireworks within Hawaii except for cultural events (including religious events) that require a permit issued by county fire departments.

Eliminates the three designated holidays (New Year's Eve, Fourth of July, and Chinese New Year) when consumer fireworks were previously allowed without a permit.

Restricts cultural event permits to allow purchase of no more than 5,000 individual firecrackers per permit, with use only between 9:00 a.m. and 9:00 p.m.

Makes it unlawful to purchase, possess, offer for sale, sell, or furnish consumer fireworks to any person within the State, except by permit for cultural events.

Maintains existing prohibitions on certain fireworks uses (throwing from vehicles, above first floors, near hospitals, schools, public worship buildings) and establishes a $25 permit fee for cultural event fireworks use.
