Amends Hawaii Revised Statutes Section 226-20 to add elimination of health disparities through addressing social determinants of health as an objective of the State's health planning.

Adds new policy requiring the State to prioritize programs, services, interventions, and activities that address social determinants of health to reduce health disparities among Native Hawaiians, other Pacific Islanders, and Filipinos.

Recognizes that the World Health Organization, CDC, and Healthy People 2020 identify social determinants of health as the most important factor in health outcomes, more so than genetics or medical care.

References October 2013 report on health disparities in Native Hawaiians, other Pacific Islanders, and Filipinos identifying specific social determinants affecting these populations' health outcomes.

Takes effect upon approval.
