Makes permanent Act 82, Session Laws of Hawaii 2003, which was scheduled to sunset on June 30, 2014, by removing the repeal date.

Extends liability protections to warning signs for dangerous non-natural conditions on unimproved public lands, in addition to existing protections for natural conditions on improved public lands.

Establishes that warning signs approved by the board of land and natural resources are conclusively presumed to be legally adequate warnings of the dangerous conditions they address.

Requires the state and counties to implement quarterly sign inspection programs and maintain documentation of inspections, with the conclusive presumption lasting 120 days after the last documented inspection showing the sign was in place and legible.

Requires accident reporting and record-keeping programs for park and trail areas, and for unimproved public lands where non-natural conditions exist, to inform the risk assessment working group's consultation with the board.
