Amends Hawaii Revised Statutes Section 11-426 to require candidates who exceed voluntary campaign expenditure limits to notify the "office of elections" instead of the "chief election officer"

Removes requirement for candidates who exceed expenditure limits to notify contributors that contributions no longer qualify for a state income tax deduction

Repeals Section 11-424 entirely, which previously allowed Hawaii residents to claim a state income tax deduction for contributions to candidates who filed expenditure limit affidavits and did not exceed spending limits

Requires candidates exceeding expenditure limits to still notify opponents and the commission by telephone and writing on the day the limit is exceeded, and to pay the balance of the full filing fee

Takes effect upon approval
