Extends the timeline for counties to adopt amendments to the state building code from two years to three years after state adoption.

Allows counties to continue applying their existing building code until new amendments are adopted, rather than automatically defaulting to the state building code.

Permits counties to use the state building code as a reference during the transition period while maintaining their current code.

Addresses concerns that a two-year adoption cycle creates unreasonable timelines and causes rapid increases in construction costs due to constant changes in building materials and standards.

Takes effect on July 1, 2013.
