Permits insured patients to assign insurance reimbursement for dental services directly to their dentist of choice, regardless of whether the dentist is a participating provider in the patient's plan.

Requires insurers to reimburse nonparticipating dental providers upon notification by the insured, while maintaining the right to apply differential reimbursement rates between participating and nonparticipating providers.

Applies to health insurance plans under chapters 431, 432, and 432D of Hawaii Revised Statutes.

Aims to improve access to dental care by allowing patients to see their preferred dentist without waiting for reimbursement or paying out-of-pocket first.

Effective January 1, 2050.
