Establishes a moratorium on opihi harvesting on the island of Oahu until July 1, 2019, to allow natural populations to recover.

Prohibits statewide opihi harvesting from below the waterline, from protected areas (fisheries replenishment areas, natural area reserves, marine life conservation districts), and from man-made jetties and breakwaters.

Restricts opihi harvesting to June 1 through August 30 and December 1 through January 31 each year above the waterline in coastal areas.

Limits daily harvest to one quart of opihi with shells or one-half pint without shells during open seasons.

Exempts native Hawaiian gathering rights and traditional practices authorized by law or the Department of Land and Natural Resources from these restrictions.
