Amends Hawaii Revised Statutes Section 17-1 to establish a procedure for filling U.S. Senate vacancies when an incumbent vacates office after a general election but before their term expires.

Requires the governor to appoint the newly-elected senator to immediately fill the vacancy for the remainder of the incumbent's unexpired term, rather than waiting until the next general election.

Governor must make the appointment no later than the next business day after receiving official notice of the vacancy.

Enables Hawaii's newly-elected senators to assume office earlier than their counterparts from other states, allowing them to accumulate seniority more quickly.

Takes effect upon approval.
