Adds definitions for "attend/attendance" (student is physically present in school after enrollment) and "enroll/enrollment" (student has met department requirements and is formally placed on school roll) to Hawaii Revised Statutes chapter 302A

Replaces terminology throughout education statutes from "entering/entry" and "admitted/admission" to "attending/attendance" and "enrolled/enrollment" to align with new definitions

Changes references from "district" to "complex area" in school transfer provisions requiring certificates of release

Clarifies immunization and physical examination requirements use "attend" language rather than "admitted to" language
