Amends Hawaii Revised Statutes Section 302A-123(b) to clarify that board of education members shall serve no more than three consecutive three-year terms.

Members initially appointed to terms of two years or less may be reappointed to three ensuing consecutive three-year terms, providing an exception to the three-term limit.

Requires the senate to consider reconfirmation of members nominated to a second or subsequent consecutive term at least 120 days before the member's current term expires.

Allows members to continue serving until the senate takes final action on reconfirmation if the senate has not voted by the 120-day deadline.

Takes effect upon approval.
