HI SB2139

Requires all public secondary schools (excluding charter and multi-track schools) to implement a school year with 990 student instructional hours beginning with the 2014-2015 school year and all subsequent years.

Repeals the previous requirement that by 2016-2018, all public schools implement 180-day school years with 1,080 student instructional hours for both elementary and secondary grades.

Authorizes the Board of Education to grant waivers to individual schools from the student instructional hours or 180-day school year requirements.

Transfers the definition of "student instructional hours" from statutory language to be determined by the Board of Education in consultation with exclusive representatives of collective bargaining units.

Changes reporting requirements to the legislature, requiring reports only prior to the 2013, 2014, and 2015 regular sessions instead of extending through 2018; effective July 1, 2050.
