Establishes a statewide silver alert program administered by the state civil defense division in cooperation with county police departments, local broadcasters, and relevant state and county agencies.

Silver alerts are issued when a missing senior citizen (age 65+) is domiciled in Hawaii with unknown current location, has an impaired mental condition proven by family/guardian/physician, and their disappearance poses a credible threat to their health and safety.

Requires silver alerts to include appropriate information from county police departments, details that may lead to safe recovery of the missing senior citizen, and local law enforcement contact information.

Integrates the silver alert program with the existing MAILE/AMBER alert program to the greatest extent possible.

Effective July 1, 2020.
