Creates a new public-private partnership authority (PPPA) within the Department of Business, Economic Development, and Tourism to facilitate partnerships between government and private entities for infrastructure and service projects.

Establishes a five-voting-member board (plus one non-voting member) consisting of the comptroller, director of finance, DBEDT director, and two members appointed by the governor from lists provided by legislative leadership.

Limits initial authority activities to four specified pilot projects: a film production facility, a main-street project in Wahiawa, one county-initiated project per county, and a small boat harbor facility, all on state lands.

Requires the authority to submit annual reports to the governor and legislature on pilot project status, and detailed evaluations within 90 days of each project's completion.

Appropriates an unspecified sum for fiscal years 2013-2014 and 2014-2015 for the authority's establishment, operation, and staffing; effective July 1, 2050 and repeals July 1, 2018.
