S.B. 2178 Summary

• Expands clothesline installation rights to apartments, condominiums, and townhouses in addition to single-family residential dwellings, prohibiting covenants or agreements from preventing installation.

• Allows private entities to adopt reasonable restrictions on clothesline placement and use, defined as restrictions necessary to protect public health and safety, prevent building damage, preserve historic or aesthetic values with comparable alternatives, or comply with shoreline setback provisions.

• Prohibits private entities from assessing or charging homeowners fees for clothesline placement.

• For multi-story apartments or condominiums, permits restrictions on balcony or lanai clotheslines to no higher than the exterior wall or railing height.
