Requires the University of Hawaii Board of Regents to waive full tuition fees for Purple Heart recipients admitted as full-time, part-time, or summer school undergraduate students beginning with the 2014-2015 academic year.

Requires the Board of Regents to waive graduate tuition fees up to a specified amount for Purple Heart recipients admitted as full-time, part-time, or summer school graduate students beginning with the 2014-2015 academic year.

Purple Heart recipients must be Hawaii residents and submit verification from the Department of Veterans Affairs confirming the award was granted by the U.S. Department of Defense for wounds received in military or naval combat against an armed enemy of the United States.

Maintains existing Board of Regents authority to grant tuition waivers for graduate assistants, military members, and other student categories, with waivers awarded according to board-established guidelines based on financial need and university priorities.
