Re-establishes the energy systems development special fund (repealed June 30, 2013) to develop renewable energy and energy efficiency projects that reduce Hawaii's dependence on fossil fuels and imported energy resources.

Funds the special fund through legislative appropriations, a portion of the environmental response, energy, and food security tax, and investment earnings or donations received by the Hawaii Natural Energy Institute.

Authorizes the Hawaii Natural Energy Institute to award contracts and grants for renewable energy technology development, focusing on innovation, reliability, affordability, transmission capabilities, energy storage, and commercial viability.

Requires independent evaluations of funded projects beginning July 1, 2017, and every three years thereafter, with a report submitted to the legislature assessing whether projects meet stated objectives.

Extends the repeal date of environmental response, energy, and food security tax allocations from June 30, 2015, to June 30, 2030, and takes effect July 1, 2014.
