Provides limited immunity from arrest, charges, and prosecution for possession of liquor, controlled substances, or drug paraphernalia when a person witnesses an alcohol or drug overdose and summons medical assistance.

Extends immunity to individuals experiencing an overdose themselves if evidence of the violation was obtained as a result of seeking medical assistance for the overdose.

Prohibits the overdose incident from serving as the sole basis for revoking or modifying a person's supervision status related to substance possession charges.

Defines "alcohol or drug-related overdose" as an acute medical condition resulting from ingestion of alcohol and/or controlled substances in excessive quantities that may result in death, disability, or serious injury.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
