Prohibits the sale, offering for sale, or distribution of any flavored tobacco product, including menthol products, within Hawaii effective July 1, 2050.

Defines "flavored tobacco product" as any tobacco product containing a constituent that imparts a characterizing flavor (taste, smell, aroma other than tobacco), explicitly including menthol.

Establishes civil enforcement authority for the attorney general to seek injunctions and recover costs and attorney's fees for violations.

Imposes criminal penalties of $500 for first offense and $500-$2,000 for subsequent violations of the prohibition.

Treats manufacturer statements claiming a product has or produces a characterizing flavor as prima facie evidence that the product is a flavored tobacco product.
