Establishes a new "fourth class" land classification for taro lands on public property, prohibiting district boundary amendments for lands classified this way.

Prohibits the Board of Land and Natural Resources from acquiring or disturbing existing taro-growing systems, ancient wetland taro lands, or structural elements (walls, terraces, irrigation ditches) of ancient wetland taro systems on undeveloped state lands for development projects.

Permits restoration, rehabilitation, and improvement of walls, terraces, or supporting structures for lōʻi taro fields as an allowed use in agricultural districts.

Adds "growth and perpetuation of traditional Hawaiian crops" as an objective in the State Planning Act for agricultural economic planning.

Authorizes the Board of Land and Natural Resources, working with the Taro Security and Purity Task Force, to create an inventory of lands classified as fourth class taro lands; effective date July 1, 2030.
