Adds new section §431:10C to Hawaii Revised Statutes requiring insurers to pay first party insurance claims within 30 days of a demand for payment of insurance benefits.

Insurer must pay an amount it deems fair within the 30-day period; if the fair value remains disputed after payment, the matter may be resolved according to motor vehicle insurance policy provisions.

Does not affect any recourse rights the first party claimant may have against the insurer.

Effective upon approval and does not affect rights, duties, penalties, or proceedings that matured or began before the effective date.
