Appropriates $2,154,126.03 from general revenues to the Department of the Attorney General for fiscal year 2013-2014 to satisfy claims and judgments against the State, including settlements from multiple state departments (Education, Health, Human Services, Labor, Land and Natural Resources, Public Safety, and others).

Appropriates $822,500.00 from the state highway fund to the Department of Transportation for highway-related claims and settlements, including a $700,000 settlement in Shaya v. Franco.

Requires departments to obtain approval from the Attorney General before making any claim payments through comptroller checks.

Limits interest payments on judgments to the period from judgment date to thirty days after the Act's effective date, per Hawaii Revised Statutes section 662-8.

Any unexpended and unencumbered balances remaining as of June 30, 2015 shall lapse; Act takes effect upon approval.
