Amends Hawaii Revised Statutes Section 11-13 to clarify the definition of "residency" for election purposes by equating it with "domicile," meaning a permanent rather than temporary dwelling place.

Specifies that momentary, occasional, or sporadic physical presence is insufficient to establish residency, but significant physical presence consistent with ordinary living and residing in a fixed place shall establish residency.

Adds a new provision stating that a person shall not be considered a resident of Hawaii if the person declares residency in another state.

Maintains existing rules that persons do not gain or lose residency solely due to employment in federal or state service, student status, institutional confinement, or military station location.

Takes effect upon approval.
