Establishes a three-year juvenile prostitution court pilot program within the family court of the first circuit to handle cases involving minors under 18 who commit acts of prostitution or non-violent offenses while being victimized by promoting prostitution.

Designates one existing family court judge as a dedicated judge to preside over cases from arraignment through disposition and monitor juveniles' compliance with court-mandated treatment programs.

Authorizes hiring of support staff including one social worker V (resource coordinator), one social worker IV (child advocate), and one circuit court clerk II position to provide case management and victim services.

Grants the court authority to require juveniles to participate in rehabilitation, education, vocational, medical, mental health, and substance abuse treatment programs with monitoring for at least one year.

Requires annual legislative reports on the pilot program with findings and recommendations for fiscal years 2015, 2016, and 2017; appropriates unspecified general revenues for fiscal year 2014-2015 implementation.
