Amends Hawaii Revised Statutes Section 89-11(e) to restrict final positions submitted by parties in arbitration to proposals that were previously submitted in writing and were subjects of collective bargaining before the impasse occurred.

Requires the arbitration panel to determine whether final positions comply with all requirements and decide which proposals may be considered for inclusion in the final agreement.

Applies to impasse situations involving 13 specified bargaining units including supervisory and nonsupervisory employees, educational officers, University of Hawaii personnel, nurses, firefighters, police officers, and state law enforcement officers.

Maintains existing arbitration procedures including 20-day mediation period, three-member arbitration panel selection, hearing within 120 days, and decision within 30 days of hearing conclusion.

Takes effect July 1, 2050.
