Prohibits any provision of Chapter 104 (Hawaii's prevailing wage law) from being waived or set aside by private contract.

Increases penalties for contractor interference or delay with department investigations from $1,000 to $10,000 per project initially, and from $100 to $1,000 per day for continued non-cooperation.

Clarifies that suspension for falsification of records or interference with investigations is immediate and lasts three years.

Requires the director of labor and industrial relations to notify the governmental contracting agency, comptroller, county auditor or finance director, and general contractor (if applicable) of suspension orders.

Applies to all public works contracts exceeding $2,000 entered into on or after July 1, 2014.
