Prohibits private agreements from waiving any requirements under Chapter 104 (prevailing wage laws for public works).

Increases penalties for contractor interference with Department of Labor investigations from $1,000 per project and $100 per day to $10,000 per project and $1,000 per day.

Makes general contractors secondarily liable for unpaid back wages and penalties owed by their subcontractors on public works projects, with governmental contracting agencies authorized to withhold payments to satisfy these obligations.

Changes the appeal deadline for wage violation notifications from 20 days after mailing to 20 days after the notification is sent to the contractor.

Adds definitions of "contractor" and "public work" to Chapter 104 and clarifies that "wages" include fringe benefits such as health, vacation, and pension benefits.
