Allows patients to designate one or more lay caregivers (family, friends, neighbors) upon hospital entry, with the designation recorded in the patient's medical record.

Requires hospitals to notify designated lay caregivers at least a specified number of hours before patient discharge or transfer to another facility.

Permits hospitals to consult with lay caregivers regarding their capabilities and limitations, and to issue a discharge plan describing necessary after-care at the patient's residence within 24 hours before discharge.

Provides immunity to hospitals and hospital employees from civil liability for voluntarily training lay caregivers or implementing lay caregiving programs.

Appropriates funds from general revenues to the Hawaii Health Systems Corporation to implement lay caregiving in its facilities, effective July 1, 2150.
