Establishes working groups between state agencies and the Honolulu Authority for Rapid Transportation (HART) for eight proposed rail transit stations to assess housing impacts and workforce housing needs.

Creates general excise tax exemptions for developers of affordable housing in mixed-use projects located within half a mile of rail transit stations in "location-efficient areas."

Requires state agencies within location-efficient areas to enter memoranda of understanding with the Hawaii Housing Finance and Development Corporation to develop at least one mixed-use project by December 31, 2020.

Appropriates unspecified general revenues for fiscal year 2014-2015 to construct micro apartment housing units (220-320 square feet) in areas affected by rail transit development.

Effective date of July 1, 2050.
