Amends Hawaii Revised Statutes Section 180-12 to change voting rules for soil and water conservation district director elections from a system based on acreage to a one-person, one-vote system.

Removes the provision allowing land occupiers to cast one vote for each 100 acres or less of land within a district, eliminating the acreage-based voting advantage that benefited large plantation owners.

Aligns Hawaii with the majority of states by establishing equal voting rights for all land occupiers in soil and water conservation district elections, regardless of property size.

Maintains the existing structure of 16 soil and water conservation districts managed by five directors each, with two appointed by the Department of Land and Natural Resources and three elected by land occupiers.

Takes effect upon approval of the act.
