Creates the Sustainable Living Research Act to allow counties to issue permits for experimental sustainable development sites that are exempt from certain county codes and ordinances.

Permits sustainable living research sites of 1-15 acres in agricultural and rural districts within counties with populations of 100,000-500,000, with 30-foot setbacks from adjacent properties.

Allows permittees to conduct research on renewable energy, water conservation, waste treatment, food production, and shared living arrangements, subject to Department of Health approval and annual reporting requirements.

Requires applicants to submit detailed research plans, site plans, and impact assessments; permits are issued by county planning departments and can be revoked after public hearing if terms are violated.

Effective July 1, 2050; appropriates unspecified funds to the Department of Health to study impacts of non-public water systems at sustainable living research sites.
